NOW A Property Survey...AGAIN

After a third copy of the "patch inspection" letter I am now told that my property is in need of a "general survey" and this would be the third in under two years (every few years" is normal in some properties.).

So the person at the Council I spoke to..."nothing in the records" about previous inspections.  There is never anything in Bristol City Council records.  Like the head of the surveying department telling outright lies about calling around on a day that I was sat by the window next to the front gate -he was invisible or lying.  He also said that no surveyors had been sent to see me -yet I have a record of their visits.

And despite 5 messages to the council my kitchen waste has not been collected since November, 2017.

No one else is getting this problem. The only conclusion my solicitor can draw is that the council is targetting me but damned if I can work out why.

2018 may be the year legal action and publicity is needed because it will be the 22nd year of this harassment.

I have now exchanged emails with Bristol City Council and explained dates of previous property inspections as well as the fact that the electrics were last checked in October 2017 -it took over an hour and I had to move furniture, etc.

The response:

Good afternoon Mr Hooper

We would still like to attend on the 18th January in the afternoon. Please can you confirm that this date is suitable to you or we can re-arrange.

I have responded that they may send someone but I am not moving cupboards or furniture again.  My solicitors asks: "What are they playing at?"

We will see.  Time for a formal complaint.

It seems that the matter is not up for discussion and I am beginning to suspect something else is going on.  Here is the final council response ignoring everything I told them:
